14 new COVID-19 cases in Steuben County

The Steuben County Public Health Department has received notification that 14 new Steuben County residents have tested positive for COVID-19. This brings the total to 1,104 confirmed cases, 146 of which are currently active. 2 of the individuals are residents of the Town of Corning, with the rest of the individuals hailing from the City of Corning, the towns of Addison, Erwin, Hornby, Howard, Jasper, Thurston, Troupsburg, Wayne, and the villages of Riverside, Savona, and South Corning. An investigation found four of the individuals are contacts to previously reported positives, one is an employee of the New York State Police, one is an employee of Erwin Valley Elementary School, and one individual is an employee of Corning Christian Academy.

1 new COVID-19 death in Steuben County

The Steuben County Public Health Department received notification of the death of an individual who had previously tested positive for COVID-19.  This brings the total number of COVID-19 related deaths in Steuben County to 81.  The individual was a male resident of the Town of Thurston who died at age 67.

Date for Wreaths Across America event announced; looking for sponsors

Wreaths Across America, the popular annual event at the Bath National Cemetery, recognizing those who served for their country in the armed services, is set for mid-December, with a sponsor deadline of November 30^th. The event will have a different look this year, due to the COVID-19 pandemic, the official celebration which provides volunteers the opportunity to place wreaths on the graves of veterans will be spread out over 3 days with all COVID-19 protocols being observed. Wreaths will be laid out from 2:30 to 4 p.m. on December 17^th and 18^th, and from non until done on December 19^th. To date, more than 1,021 wreaths have been donated for the ceremonies in Bath

New York State warns of drowsy driving risk as Daylight Saving Time ends

As the end of Daylight-Saving Time approaches, the New York State Partnership Against Drowsy Driving (NYPDD) today reminded motorists to be aware of the dangers of drowsy driving. Despite gaining an additional hour, this time change can disrupt sleep patterns causing people to feel drowsy. Daylight Saving Time ends at 2 a.m. on Sunday, November 1. The National Sleep Foundation (NSF) uses the occasion to begin its Drowsy Driving Prevention Week, November 1^st to 8^th. In 2019, according to statistics from the Institute for Traffic Safety Management and Research (ITSMR) at the University at Albany’s Rockefeller College, “fatigue/drowsy driving” and/or “driver fell asleep” were listed 5,713 times as contributing factors on police crash reports statewide. So far in 2020, according to preliminary figures from Institute for Traffic Safety Management and Research, those same factors have been listed 2,410 times on police crash reports from across the state.

NYS Police to crack down on impaired driving this holiday weekend

Police agencies in New York State are cracking down on impaired driving this holiday weekend. New York State's 'STOP-DWI' campaign began yesterday, and will run until November 1st. New York State Police, County Sheriff deputies and municipal law enforcement agencies will all be out in force throughout the state this weekend. Patrols will be ramped up and there will be DWI checkpoints to keep drivers safe. The Chemung County Sheriff's Office said "Halloween is meant to be scary, but not when it comes to driving."

Dog Control Officer Arrested After Pulteney Murder
Pulteney Deputy Dog Control Officer Sherri Ann Ballam has been arrested for the murder of Pulteney Dog Control Officer John Ballam, according to Steuben County District Attorney Brooks Baker and New York State Police. The arrest was made after Troopers responded to a suspicious death on Gloades Corners Road Thursday morning. Ballam was charged with 2nd degree murder and tampering with physical evidence in connection to the shooting. District Attorney Baker says Ballam allegedly hid the gun she used to kill her husband and reported that there was a home invasion. She was committed to the Steuben County Jail awaiting centralized arraignment. Troopers say further details will be released in the future as the investigation continues.

Village of Bath Holding Halloween Trick-or-Treating
The Village of Bath will be holding their trick or treat Saturday on Halloween night from 6 to 8pm. The Villages of Canisteo and Savona also host trick or treat the same Halloween Saturday night from 6 to 8pm. Village of Painted Post has canceled trick-or-treating altogether while the City of Hornell is advising against trick or treating and not setting hours. The Town of Erwin has also declined establishing a trick or treat time but did say they encourage parents to provide a safe, fun Halloween experience for their families.

County Road 119 Bridge Closure in Cameron Starts Today
A closure begins today for the bridge on County Road 119 over the Canisteo River in the Town of Cameron begins a closure to all traffic today and continues through Wednesday, November 4^th according to Steuben County Public Works. The closure is to continue approach work to the new bridge, located between McMaster Road and County Route 10. There will not be an onsite detour. Travelers are advised to use existing town and county roads as a detour.

County Legislature Proclaims November “Adoption Awareness Month”
The Steuben County Legislature proclaimed the upcoming month of November as  Adoption Awareness Month in Steuben County. The month acknowledges many children waiting to find homes through adoption in Steuben County who have unique mental, physical and emotional needs that require nurturing from loving families. County Legislative Chairman Scott VanEtten remarked: “And the decision to adopt is among life’s greatest and happiest turning points.”

Hornell City Hall Announces Early Election Day Closure
Hornell City Hall announced their City Hall offices will be closing early at noon on Election Day in accordance with New York State Election Law that states all registered voters may request up to three hours of time off, regardless of schedule, without loss of pay to enable the employee to vote in any public election.

Steuben Sees 6 New COVID Deaths; 23 More Cases
23 new cases of COVID-19 have been reported in Steuben County. Among the new cases… four are with the state police, one works at Corning, Inc. and another works at the Elmira Correctional Facility. Health officials in Steuben County reported yesterday that nursing home administrators failed to report six deaths caused by COVID-19. Steuben’s Public Health department said the six deaths occurred at the Corning Center for Rehabilitation between September 30th and October 17^th and brings the total number of deaths in the county to 80. The facility failed to notify Public Health of the deaths at the time they occurred, under previously established communication protocols, leading to this reporting delay.

O’Mara Receiving “Guardian of Small Business” Award
State Senator Tom O’Mara receives the 2020 “Guardian of Small Business” award from the National Federation of Independent Business of New York State this afternoon  at the Arnot Art Museum on Lake Street in Elmira. According to organization, the “Guardian of Small Business” designation is “the highest honor the Federation bestows upon state legislators. It is recognized as the state’s leading voice of advocacy for small businesses throughout New York. Senator O’Mara is one of only six state senators receiving the award this year.

Cuomo Gives Cities and Counties OK to Issue School Mask Mandates
After receiving a request from a county executive downstate, Gov. Andrew Cuomo says county and city governments will be allowed to issue mask mandates for students in area schools. Gov. Cuomo made the announcement during a COVID-19 briefing yesterday morning.

Steuben Reports 11 New COVID Cases
The Steuben County Public Health Department received notification that 11 more residents tested positive for COVID-19. This brings the total to 1,052 confirmed cases, 261 of which are currently active. The latest infections involve people living in the cities of Corning and Hornell, the towns of Caton, Howard, Lindley, Rathbone and the village of North Hornell. The investigations indicate that four people are contacts to previously reported cases, one works at Arnot Ogden Medical Center, another works for the state police, one patient is an employee of Bethany Village in Horseheads and another is an employee of the Highland Park Rehabilitation and Nursing Center in Wellsville.

Hornell Man Arrested on Drug Charges
Steuben County deputies arrested 40-year-old Hornell man David F. Kemp  on a Violation of Probation Warrant issued by the Steuben County Court. A search revealed that Kemp allegedly possessed a quantity of suspected methamphetamine, multiple packaging materials and a measuring device. He was charged with Criminal Possession of a Controlled Substance in the Third Degree, a class B Felony. Kemp was arraigned and held due to the probation violation warrant.

Danks-Burke Talks Tax Reform in Her Bid for State Senate
Leslie Danks Burke is running against Senator Tom O’Mara for the New York State Senate seat to represent the 58th District. Danks-Burke said in a Fingerlakes 1 interview that her main priorities are funding schools, connecting families via broadband in underserved, rural communities, and supporting the small business community. As New York state faces a multi-billion dollar deficit, Danks-Burke says the deficit cannot be made up through gutting schools, and families that rely on crucial services. Danks-Burke promises to represent the working class district and says this election, the most crucial issue of representation in New York isn’t partisan to Democrat vs. Republican but rather an issue of a rigged tax system that doesn’t work in favor of working people.

Last night, WETM news hosted a congressional debate between candidates Tom Reed and Tracy Mitrano in Elmira. At the debate, the pair discussed broadband, the economy, the voting process during the pandemic and police reform. Congressman Reed and Mitrano’s debate is the last event they see each other face to face before Election Day.

Five Arrested in Lindley Drug Bust

The Steuben County Sheriff’s Office reports five people, including two Pennsylvania residents, have been arrested. The arrests follow a joint investigation into drug trafficking in Lindley after an “elevated risk” warrant was executed at a home that reportedly resulted in fentanyl, methamphetamine, cocaine, and more than 32 ounces of suspected marijuana and approximately $1,200 dollars in cash. A Woodhull man was arrested as a fugitive from Justice while one of the suspects was a man from Lindley wanted on probation of violation warrants. The other three suspects were charged with criminal possession of a controlled substance.

CA Added to NYS Travel Advisory List
New York Governor Cuomo has announced that California was added to the state’s COVID-19 travel advisory. No areas have been removed. The advisory requires individuals who have traveled to New York from areas with significant community spread to quarantine for 14 days.

COVID Deaths Hit 74; Latest Death is 74 y/o Canisteo Woman
The latest Steuben County COVID-19 victim who lost their life to the virus is a 72-year-old woman from the Village of Canisteo. The county COVID death toll has now climbed to 74. Public Health Director Darlene Smith said in a statement that “COVID-19 has proven to be deadly too many times in Steuben County.” She added please honor those who have lost their lives by wearing your masks, social distancing, and abiding by the guidelines, including the gathering limits.

Driver Hospitalized After I-86 Tractor Trailer Crash Yesterday in Bath
One person was injured in a tractor trailer crash yesterday afternoon on I-86 in Bath. The driver was initially pinned in the cab and was eventually able to free himself, only to be trapped again by tree branches. Responders cut the branches and a ladder was also put up to the door of the truck to assist getting the driver out. The tractor trailer was towed away and the truck driver was hospitalized for minor injuries.

Bath Woman Arrested for Forgery in Wyoming County
Wyoming County deputies arrested 46-year-old Grace Brown of Bath. She was charged with possession of a forged instrument and issuing a bad check. It is alleged Brown issued a Forged bad check to a Business in Gainesville to pay for items she purchased. It is also alleged she returned on a different day to pay cash to that same business to pay off her bad check and that the money was counterfeit. Brown was arraigned and released and is scheduled to appear in Wyoming County Court on October, 29^th.

Steuben’s First Weekend of Early Voting Sees Excellent Turnout
Early Voting turnout in Steuben County exceeded all expectations during the first weekend it was offered  according to county Board of Elections commissioners. Democratic Commissioner Kelly Penziul says the turnout was so good, the waiting line has gone around the block and parking lot. About 12,000 voters showed up Saturday and Sunday from across the county to cast their ballots. Commissioners say they are prepared for a continued surge of early voters during the week as well as an influx of absentee ballots, which must be postmarked by November 3^rd.  The deadline to apply for absentee ballot is today! Monday, November 2^nd is the last day to apply in person at the County Elections Board for an absentee ballot. Cuomo Signs Seatbelt Law; Effective Sunday
New York residents 16 years and older must wear a seat belt even if they are in the back seat, according to a law signed yesterday by Governor Cuomo. The law changes the current measure requiring people over the age of 16 wear a seat belt only if they were in the front seat. The Governor said in a news release "we've known for decades that seat belts save lives and with this measure we are further strengthening our laws and helping to prevent needless tragedies." The new law takes effect on this Sunday, November 1^st.

This Weekend’s Prescription Take Back Day a Success
Steuben County Sheriff Jim Allard reports that on Saturday, the Steuben County Sheriff’s Office in conjunction with the Steuben Prevention Coalition Opioid Committee conducted a drug take back event at the Steuben County Public Safety Building. Deputies and volunteers collected over 120 pounds of prescription medication for destruction. Deputies then transported 1,700 pounds of previously collected medications from agencies in Steuben County to the US Drug Enforcement Administration in Rochester for destruction.

Deer Management Permits Available to November 1^st
New York State Department of Environmental Conservation Commissioner Basil Seggos announced that remaining Deer Management Permits in several of the New York state’s Wildlife Management Units will be available to hunters beginning November 1^st. Seggos says though hunters are setting records this year, there are still opportunities for Deer Management Permits across the state. Deer populations are generally at or above desired levels.”

Congressional Candidate Mitrano Stops at Bath
Congressional Candidate Tracy Mitrano stopped by Bath this morning at the Steuben County Democratic Committee to set the record straight on her stance regarding funding police departments and says that, unlike what her opponent claims, she is not in favor of defunding the police. Mitrano shared she has two sons working as law enforcement officers in the district and thinks a false dichotomy of either completely being for or against police defunding has been painted by the media because she believes both police and social programs should both be better-funded by taxpayer dollars. Mitrano also cites her opponent, Tom Reed, has voted against the HEROES Act that would fund local police and fire departments. Mitrano and Reed debate tomorrow.

Cuomo Announces Paving Renewal With 5 Projects in Steuben County
Governor Cuomo announced the start of a $357 million pavement renewal project that would take place in each region of New York state. Cuomo says the construction will create environmentally-conscious techniques like recycling and re-using existing materials that will also reduce fuel consumption. Steuben County is expecting to see $ 2.9 million to resurface Route 248 the southern village limit of Canisteo, $ 1.9 million to resurface Route 36 from south of Rock Run Road in the Town of Canisteo, $ 4.1 million to resurface Route 36 from Route 66 to Route 70 in the Towns of Hornellsville and Dansville,  $ 1.5 million to resurface Route 415 from Route 15 to Village of Cohocton west line in the Towns of Wayland and Cohocton and $ 1.8 million to resurface Route 36 from Route 417 to the New York/Pennsylvania state line in the Towns of Jasper and Troupsburg. Designers are working on the project with construction expected to start in the spring of 2021.

Early Voting Continues
New York state began early voting this weekend and the early voting opportunity extends through November 1^st. Tomorrow is the last day New Yorkers can request an absentee ballot online or by mail. Voters who wish to request an absentee ballot in person can do so until November 2^nd.

Corning PD Reports Threat Investigation Involving Congressman Reed
Corning Police Department confirmed a threat investigation involving Congressman Tom Reed and his family this weekend.  The Department reports a complaint was received Friday around 10:30 a.m. that a dead animal and a brick were found at Reed’s home. Police say the scene has been processed and turned over any evidence to the New York State Police Crime Lab in Albany for analysis and will continue their work with state and federal authorities in this investigation. Bath Man Arrested for Failure to Notify Change of Address
A Bath man, who is a registered sex offender with a previous conviction, has been arrested for failure to notify a change of address.The Village of Bath Police Department say they arrested 52-year-old Mickey Pike SR., for the failure of notification for change of address. Pike was transported to Steuben county CAP court, where he will be arraigned.

19 new COVID-19 cases in Steuben County

The Steuben County Public Health Department received notification that 19 Steuben County residents tested positive for COVID-19.  This brings the total to 997 confirmed cases, 304 of which are currently active. Three of the individuals are residents of the towns of Campbell and Corning, two are from the Town and Village of Bath, with the rest coming from the cities of Corning and Hornell, the towns of Bradford, Caton, Erwin, Greenwood, Lindley, and Wheeler, and the Village of Canisteo. The individuals are isolated and being monitored by the County Health Department. An investigation concluded five individuals are contacts to previously reported positives, one is an employee of the Arc of Steuben, one is an employee of Guthrie Internal Medicine in Big Flats, one is an employee of the Bath VA, one is a student at Alfred University, one is an employee of Woodbrook Assisted Living in Elmira, one is an employee of the NYS Police, and four individuals are employees of Corning, Inc; three at the Diesel Plant and one at Sullivan Park.

Tom Reed “threatened” with dead animal and brick at home

Rep. Tom Reed released a statement yesterday claiming he and his family were attacked with a dead animal and a brick at the Reed family home in Corning. Reed said “Today, my family and I were threatened at our home in Corning. The cowards used a dead animal and a brick with a family member’s name on it to try to intimidate us. Reed also said “We have to overcome this. I know that we can. We are all Americans first. What unites us is far greater than our political differences.” Earlier this year, a brick was thrown through the window of his Corning office on Market Street. Reed’s counterpart in his bid for re-election in New York’s 23^rd Congressional District, Democrat Tracy Mitrano said “while I’m sympathetic, I must point out that Tom Reed has done a great deal to create the political environment he so deplores. The harsh visuals in his attack ads, the inflammatory language he uses to describe me, all contribute to an escalation of hostility that too often leads to incidents like the ones he reports today—or worse.”. Corning Police say they are investigating and have turned evidence over to New York State Police.

Two arrested for welfare fraud in Steuben County

Steuben County Sheriff Jim Allard reports that two women, Christine M. Andrews, age 42, of Pennsylvania, and Megan L. Stage, who is currently incarcerated in the Steuben County Jail, have been arrested after a welfare fraud investigation into the illegal use of food stamps. It is alleged Stage’s benefit card issued by the Steuben County Department of Social Service was transferred to Andrews, who then used the card to obtain $640 in benefits she was not entitled to between the months of April and July 2020. Andrews and Stage have been charged with one count of Misuse of Food Stamps, a class A misdemeanor in violation of New York State Social Service Law. Andrews has also been charged with one count of Petit Larceny. The pair were both issued an appearance ticket to appear in the Village of Bath Court at a later date.

Voting options for those with COVID-19 in Steuben County

The Steuben County Board of Elections commissioners said Friday that voters who have diagnosed with COVID-19, are quarantined, or are choosing to self-quarantine due to possible contact can still vote in the General Election this November 3^rd. Options include requesting an absentee ballot at https://www.elections.ny.gov/votingabsentee.html, until October 27^th, printing an absentee ballot application from the Steuben Board of Elections webpage at https://www.steubencony.org/pages.asp?PID=63/ and returning by mail on October 27^th or in person November 2^nd, or having someone pick up an absentee ballot application in person at the Board of Elections office. The signed and dated form may be filled out with someone designated on the application to pick up the ballot in person. The completed application must be brought in person to the Board of Elections by November 2^nd. The voted absentee ballot must be postmarked by November 3^rd.

Bath Municipal Utility Commission to hold meeting

The Village of Bath Municipal Utility Commission is slated to hold a special meeting this Tuesday, October 26^th via GoToMeeting. On the agenda for the meeting is to review proposed work for Well No. 7 discharge pipe rehabilitation, discuss capital and financial plans for the water utility, and to handle any other various matters that come before the commission.

Drug Prescription Take Back Day Tomorrow at Public Safety Building
In recognition of National Drug Prescription Take Back Day, the Steuben County Sheriff and the Steuben Prevention Coalition Opioid Committee will host the annual “Drug Prescription Take Back” collection from 10 am – 2 pm Oct. 24 at the county Public Safety Building. County residents are asked to bring their unwanted and expired prescription medications to the drop off at the PSB lobby, located on Rumsey St. Ext.

Police Investigating Shooting Last Night at Horseheads Hotel
An investigation began in Horseheads following Village Police receiving a report of gunfire last night. Police responded to the Red Carpet Inn around 10:30 p.m. last night for a report of shots fired. Officers from the Elmira Heights Police Department, Chemung County Sheriff's Office, NYSP, NYSP K-9 and the City of Elmira Police Dept. all responded to the report. Addison School Begins Full-Time Virtual Learning Next Week
The Addison Central School District will transition to full-time virtual learning for all students (PreK-12) beginning on Tuesday. District officials say they are planning for this transition to last for two weeks. However, if their ability to conduct COVID testing changes or the positive rate declines for our area, they may be able to open sooner.

20 New Cases of COVID Reported in Steuben
The Steuben County Public Health Department received notification that 20 Steuben County residents tested positive for COVID-19. This brings the total to 978 confirmed cases, 301 of which are currently active. The new cases include an employee of Calvin U. Smith Elementary School; Two employees of Campbell- Savona: one at the Elementary School and one at the Jr./Sr. High School; Two employees of the Bath VA; and employees at Guthrie Southern Tier Pediatrics, Guthrie Robert Packer Hospital, Elmira Correctional Facility and Wegmans in Rochester.

Early Voting Begins Tomorrow
Early voting begins tomorrow in Steuben County. Tomorrow’s hours will be from 9-2. The voting location is the Steuben County New Annex Building at 20 East Morris Street in Bath. Early voting continues until Sunday November 1 st . 

NYS Property Tax Cap Meeting Set for Friday 11/11
The Town of Pulteney says it needs to override the New York State property tax cap. On October 14 th , the town board considered a local law giving the town the authority to go beyond the tax cap in needed. Now, town residents can weigh in at a public hearing on the local law scheduled for Friday evening, November 11th at 7:25 p.m. at the Town Hall. Five minutes after that hearing, the Council will hold a second hearing about the preliminary town budget.

Steuben County Placed Under Yellow Zone after COVID Spike
The regional outlook on the coronavirus pandemic continues to worsen as Governor Cuomo announces that portions of Steuben County have reached the threshold to be placed in the yellow zone under the state’s COVID-19 cluster action initiative. Cuomo cites commutes between Pennsylvania and New York as possible cause for the outbreaks in counties like Chemung and Steuben. The City of Corning and parts of a dozen other communities are impacted. Public Health Director Darlene Smith says “Community transmission remains high in Steuben County.”

Two More COVID Fatalities; 15 New Cases in Steuben
COVID-19 has claimed the lives of two more Steuben County residents. The latest victims include a 65-year-old woman who was a resident at Corning Center and a 71-year-old woman who lived in the Village of Bath. Both were hospitalized at the time. Another 15 new cases have also been reported.

Steuben County Man Arrested on Drug Charges
Bath police made another heroin and fentanyl drug bust. Police said in a press release they arrested Alan L. Sherry. The 50-year-old man doesn’t have a permanent address. He was charged with 2 counts each of Criminal Sale of a Controlled Substance and Criminal Possession of a Controlled Substance, all class B felonies. It is alleged that Sherry sold the narcotic drugs fentanyl and heroin in the Village of Bath in 2020. Court action is pending.

Pulteney Library & STLS Receive Construction Grants
New York has awarded several local library construction grants awarded through the state Library Construction Grant Program, which received $34 million in the 2019-20 state budget to allocate this year’s awards. Grants help libraries and library systems make renovations and upgrades Pulteney Free Library will be awarded $21,487.00 to purchase and install a generator. Southern Tier Library System receives $176,746.00 to upgrade ten furnaces and A/C units, renovate a meeting room, construct new offices and install a phone system in new and existing office space. State Senator Tom O’Mara commented: “It’s an investment in education, economic growth, and quality communities.”

Reed Calls on NY Dem Leaders to Denounce Ithaca Protests
Last Friday an incident occurred in Ithaca where Republicans protesting in support of President Donald Trump had their posters damaged and burned and one supporter had her Trump flag attempted to be taken by members of Democrat Socialists of America’s Ithaca chapter during a rally. Two women reported injuries after protest, which Congressman Tom Reed and other Republicans are claiming as “violent”. Reed says he plans to travel to Ithaca to meet with city leaders about it. Earlier this week, New York’s GOP leaders called on Governor Cuomo and state Democratic leaders to condemn the protest. More demonstrations are set to begin this Saturday at the Ithaca commons. Ithaca Police Chief Dennis Nayor said protestors must social distance and that surrounding law enforcement agencies have been contacted to coordinate and address any acts of violence and vandalism.

C-PP District’s Learning Going Remote for 2 Weeks
Yesterday, Superintendent Michelle Caulfield of the Corning-Painted Post School District announced the district will temporarily go remote for two weeks after Governor Cuomo placed part Steuben County in the Yellow zone, due to a rise in COVID-19 cases. Caulfield says they are working with the Steuben County Public Health Department to plan the next steps, and transitions to 100% remote early next week. The this decision was made due to the large number of weekly COVID-19 tests that would be required for all students and faculty in the hybrid model due to the recent Yellow Zone designation which requires mandatory weekly testing of all students and staff for in-person school settings. Corning-Painted Post will finish this week under its hybrid model. More details from the district are forthcoming. The district holds a virtual parent town hall tonight at 6PM. 

Charnetski Denied Appeal for Vehicular Manslaughter Charges
Caden Charnetski’s appeal was denied by the State of New York’s Supreme Court, Appellate Division Third Judicial Department over a year after Charnetski was sentenced to 1 to 3 years in state prison for vehicular manslaughter. Charnetski was charged for deaths of Matthew and Harolyn Matteson after they were ejected from a motorcycle following a colliding head-on accident with Charnetski’s car on Westinghouse Road in Horseheads in July of 2018. Charnetski was released on $25,000 cash/$50,000 property bond following his sentence and has remained free since.

County COVID Deaths Reach 71
The COVID-19 death toll in Steuben County has now reached 71. The latest victim is a 91-year-old male resident of the Bath VA nursing home who died while hospitalized with the virus. Health Director Darlene Smith advised the public that as cases remain high across the county, to please take every precaution to slow the spread and protect friends, family and neighbors.

Steuben Sees 14 New COVID Cases
The Steuben County Public Health Department received notification that 14 new Steuben County residents tested positive for COVID-19. This brings the number of active cases to 309 and a total of 943 confirmed cases. The new cases involve several people were reported as contacts to those who recently tested positive, an employee at BOCES at the Coopers campus and a student at Addison High Schools. Health officials say while they are glad to see a drop in the number of new cases for one day, this one-day drop is not a trend.

Third Arrest Made in Bath July Robbery
A third arrest was made in a home invasion and robbery that occurred in the village of Bath over the summer. Robin Robinson was arrested on three counts of robbery and criminal possession of a weapon along with four counts of assault and a single count of burglary. According to police, his two co-defendants were arrested in July and August shortly after the burglary. Cops say numerous weapons were used in the assault and robbery of the West Morris Street homeowner back in July. Robinson was arrested in Elmira after allegedly being found to be in possession of another illegal weapon and is currently in Chemung County Jail and will be transported back to Steuben County.

BOE Reminds Voters of Absentee Deadline on Tuesday 10/27
Steuben County Board of Elections reminds registered voters that the absentee ballot application deadline is less than one week away. Those interested in voting via absentee ballot this year must postmark an Absentee Ballot application by October 27^th. Voters may also apply for an absentee ballot at: https://www.steubencony.org/Pages.asp?PGID=19. Commissioners remind those coming in to vote in person must wear a mask to keep with pandemic protocols at polling places.

Pulteney to Vote Library Funding on Proposition One
This year, Library Proposition Number One is on the ballot in the Town of Pulteney. If this passes, the library would receive an extra $3,728 annually. The over $3,500 worth of funding may be applied to staffing, supplying books, and utilities while boosting the library’s annual budget total to $41,010.

St. James and Noyes Limit Visitors Following Area Spike
An increase in COVID-positive cases in the greater Hornell area and start of flu season led St. James Hospital in Hornell  to limit ethe number of visitors for outpatient services and appointments, which includes visits to the hospital’s emergency department. Noyes Health is also implementing a revised visitor restriction policy beginning today. With just a few exceptions, visitors will not be allowed in the hospital.

Campbell Voters Approve Bond to Buy Church for New Fire Dept.
Voters Last night, voters of Campbell approved a bond to purchase a church in the Campbell Fire District, 133 to 44 votes. This allows the Fire Department to purchase the Campbell Missionary Alliance Church located at 8766 State Route 415 with the goal to eventually convert the church into a new fire hall.

County Announces 49 New Cases of COVID
The Steuben County Public Health Department reports 47 Steuben County residents tested positive for COVID-19 since Saturday and brings the total to 317 active cases and a grand total of 929 confirmed cases thus far. Individuals include 8 residents from the City of Hornell, 6 residents from the City of Corning, 5 from the Town of Thurston, 4 from the Town of Bath, 3 from the Villages of Bath and Riverside, 2 each from the Towns of Campbell, Canisteo and Woodhull and one each from the Village of Painted Post and Towns of Bradford, Canisteo, Caton, Cohocton, Corning, Howard, Hornby, Jasper, Wayland, Wayne and Wheeler. One individual is a resident of Corning Center, one individual is a student at Avoca Elementary School and two individuals are employees of Tops in Bath.

Trick-or-Treating Scheduled in Steuben
With Halloween next Saturday, Steuben County is getting ready for trick-or-treating! The Village of Bath will hold trick-or-treating Halloween night from 6 to 8pm. The Village of Painted Post and City of Corning have cancelled trick-or-treating but will hold a Halloween Drive Lane event Halloween Night in Denison Park from 6-8pm.Town of Erwin announced they will keep with CDC guidelines by not establishing a time in the Town for Halloween trick or treating observance. The Town said they encourage parents to provide a safe, fun Halloween experience for their children.

SUNY Athletic Conference Cancels All SUNY Athletics
The SUNY Athletic Conference announced yesterday that SUNY colleges across the state will not have winter sports seasons. Winter sports impacted by the decision include the conference schedules and championships for men’s and women’s basketball as well as men’s ice hockey. The championships for men’s and women’s swimming & diving and men’s and women’s indoor track & field also have been canceled.

Painted Post Man Arrested on Drug Charges
Steuben County Sheriff’s Office reports that October 15th, deputies arrested 31-year-old Michael R. Neally of Painted Post due to a Superior Court Warrant issued by the Steuben County Grand Jury. Neally allegedly sold and possessed suspected fentanyl in the Town of Erwin. He was charged with Criminal Sale of a Controlled Substance in the Third Degree and Criminal Possession of a Controlled Substance in the Third Degree. Neally was arraigned in Steuben County Court and released. The indictment warrant was a result of a multi-agency narcotics investigation by the Steuben County Sheriff’s Office, Village of Bath and City of Corning Police Departments.

Mitrano Responds to Reed’s Accusation She’s “Anti-Cop”
Tensions build between incumbent Republican Congressman Tom Reed and his challenger Tracy Mitrano, after Reed’s campaign released social media posts made by a former staffer of the Mitrano campaign back in 2018 and current staffer for making comments in support of the policy to defund and abolish the police force. Mitrano filed complaints with the FEC and FCC last week over Reed television ads that accuse her of being anti-police. Mitrano held a news conference yesterday to address what she says are lies because she supports funding police and military. Mitrano said upon discovering the unprofessional social media posts made by her staffer in 2018, she told the young organizer she would be fired if she did not resign from the campaign. Mitrano also remarked:
“If we’re going to go back [to 2018], I have not heard Tom Reed denounce his campaign manager for arresting a minister for trying to clean up lawn signs. Or the individuals in Schuyler and Yates County who’ve been arrested for stealing Democratic lawn signs right now. Why doesn’t Tom Reed deal with his own people?”

Gillibrand Visits Clemens Center to Talk ReStart Act
Yesterday, Senator Kirsten Gillibrand visited The Clemens Center to call on support for the bipartisan Restart Act, which aims to support live event venues and small-and mid-sized businesses that struggling to recover after months of limited operations due to the COVID-19 pandemic with a new loan program to fund six months of employer and operating expenses for businesses that have lost significant revenue and need support not adequately provided by the Paycheck Protection Program. The Clemens Center closed its theater in March and is expected to remain closed through next spring. Independent venues forecasted to lose almost 9 billion dollars in revenue if they stay closed to the end of the year and Gillibrand said: “The need for extended relief for arts venues, restaurants, and tourist attractions in Elmira and the state is greater than ever.” Gillibrand says the Payment Protection Program did not go far enough to offset unprecedented revenue losses and the next relief package must prioritize the needs of small businesses so they can survive this economic crisis and continue providing jobs and revenue for local communities.

Keuka Watershed Nine Element Plan Releases Latest Newsletter
The Steuben County Legislature’s Agriculture Industry and Planning Committee endorsed the Nine Element Plan two years ago, looking to reduce invasive species as well as the amount of nutrients and sediment entering both Keuka and Seneca Lake. Those nutrients and sediment have been linked to harmful algal blooms. The Nine Element Plan is Steuben county’s three-year project expected to sample streams in the area for pollutants that contributed to the degradation of the watershed, which can lead to health concerns for people and their pets, potentially impacting the local economies and reducing property values. A newsletter will be issued quarterly, to provide information and build support for the Nine Element Plan and future projects with the goal of an ecologically healthier and socially dynamic Keuka-Seneca region. Village of Bath Leaf Collection Starts Today
Today is the annual fall leaf collection for Village of Bath residents. All leaves must be raked or bagged and brought out to the curb for collection. Residents are asked to please place leaves between the sidewalk and street or edge of street, without covering storm drain grates. Crews will begin collecting leaves on the West Side of the village and work their way Eastward. No brush or trash will be accepted.

County Road 119 in Canisteo Closed Next Week
The County Road 119 bridge over the Canisteo River in the Town of Cameron will be closed to all traffic starting one week from now on Monday October 26^th through October 30^th. The five-day closure affects traffic between McMaster Road and County Route 10 in the Town of Cameron and will enable work on the new CR 119 bridge. Travelers are advised there will not be an onsite detour and to use existing town and county roads to detour the site.

NY Republican Party Call on Dems to Condemn Friday Protest in Ithaca
The NY Republican Party has called on Governor Cuomo and the New York’s Democratic leaders to condemn Friday’s protest in Ithaca. The protest, which was led by the Democrat Socialists of America’s Ithaca chapter, led to protestors overwhelming counter protesters rallying in support of President Trump, based on a video posted by the Tompkins County GOP Facebook they filmed from their office. They claim Ithaca Police took a half hour to respond to the 9-1-1 call and then directed traffic around the scene. Two women report injured, including a 60-year-old lady who suffered a dislocated shoulder. Tom Reed’s campaign called the incident “disgusting”.

Buffalo Bills Play Chiefs Tonight on WABH
The Buffalo Bills take the national stage for the second straight week, this time for a matchup with the reigning Super Bowl champions. It will be a meeting of two prolific offenses, headlined by quarterbacks Josh Allen and Patrick Mahomes. Allen ranks second in the NFL in passing yards; Mahomes ranks fourth. The game will air nationally at 5 p.m. Both teams sport a 4-1 record.

New York Officially Begins Statewide Bag Ban
New York State begins fully-enforcing its ban on the distribution of plastic bags after the March 1^st initial ban was stalled due to a lawsuit by the plastic bag industry held up the state’s enforcement. The lawsuit rejected by the New York State Supreme Court. It is estimated New York uses 23 billion plastic bags each year and that costs recycling facilities at least 1 million dollars a year in damage to equipment.

56 new COVID-19 cases in Steuben County

The Steuben County Public Health Department has received notification that 56 Steuben County residents have tested positive for COVID-19.  This brings the total to 882 confirmed cases, 355 of which are currently active. 14 of the individuals are residents of the City of Corning, 10 from the city of Hornell, 9 from the Town of Erwin, 4 for the Town of Bath, 3 for the Town of Corning, 3 from the Village of Wayland, 2 from the villages of Bath and Painted Post, with the rest coming from the Towns of Campbell, Caton, Cohocton, Pulteney, Wayne, and Woodhull, and the Villages of Addison, Arkport, and Canisteo. The individuals are isolated and being monitored by the County Health Department. An investigation found 17 individuals are contacts to previously reported positives, 13 are linked with Pathways homes, 11 are linked with Arc of Steuben homes, two had traveled to a state on the advisory list and attended an event, one is an employee of Campbell-Savona School District, one is an employee of Absolut Care Three Rivers, one individual is a resident of Corning Center. and one individual is an employee of Corning Center

One new COVID-19 death in Steuben County

The Steuben County Public Health Department received notification of the death of an individual who had previously tested positive for COVID-19.  This brings the total number of COVID-19 related deaths in Steuben County to 70.  The individual was a male resident of Corning Center who died at the age of 87.

Bath man arrested on drug charges

The Village of Bath Police Department has reported the arrest of Kenneth T.  Turner Jr., age 32, formerly of 518 W. Washington St. He was charged on October 15th, 2020 with Criminal Sale of a Controlled Substance in the Fourth Degree, a class C felony, and Criminal Possession of a Controlled Substance, a class D felony. The charges allege the sale of narcotic preparations in the Village of Bath in 2020. Mr. Turner was arraigned in County Court. Mr. Turner is in jail on other charges, including a parole violation.

Steuben County Sheriff’s Office and City of Corning PD receive police reform survey results

The Police Reform and Reinvention Collaborative being led by the City of Corning and the Steuben County Sheriff’s Office is continuing to proceed along a strong path. This week, stakeholder groups were briefed on survey results from the General Public, Police Officers, and Arrestees. Survey results can be found under the “Police Reform” tab on the front page of City of Corning website. Over 1,700 participated in the survey. In the coming weeks, the project’s core team will be producing a draft plan for final public input, as part of the “analyze" phase of the project.

Steuben-endorsed Nine Element plan receives first progress report

The Seneca Watershed Intermunicipal Organization recently released a progress report for the Steuben-endorsed Nine Element plan in the form of the organization’s first newsletter. The newsletter sets the stage for future improvements and potential funding by New York State. The effort to develop the Nine Element Plan, endorsed by the Steuben County Legislature’s Agriculture Industry and Planning Committee two years ago, looks to reduce the amount of nutrients and sediment entering the two Finger Lakes. Those nutrients and sediment have been linked to harmful algal blooms. The Nine Element Plan also will work to reduce invasive species in Keuka and Seneca lakes. Organizers expect the newsletter, which will be issued quarterly, to provide information and build support for the Nine Element Plan and future projects.

Ms. Courtney Sierra Wheeler, age 21, of East First Street, Corning, NY on October 12^th

All were remanded to the Steuben County Jail

Free COVID-19 Testing Next Week in Painted Post
The Steuben County Public Health Department has collaborated with the New York State Department of Health, to offer free COVID-19 rapid testing next week at the Beartown Road Alliance Church located at 21 Beartown Road in Painted Post. Testing is free and open to New York State residents and you must pre-register to be tested.

NYS DOT Reports Route 54A Construction
The State DOT announces construction will be underway along Route 54A (West Lake Road), in the town of Urbana, approximately 2.7 miles north of the Village of Hammondsport. The project is expected to continue for about six weeks, dependent on weather, and replaces an existing culvert along Route 54A near Glen Cove. Two-way traffic will be maintained using an alternating single-lane pattern, controlled by a temporary on-site traffic signal.

Pulteney Fire District Holds Budget Hearing Tuesday
The Pulteney Fire District will hold a public hearing Tuesday night to discuss its proposed budget. The Board of Fire Commissioners will accept comments from the public when the hearing begins at 7 p.m. A copy of the proposed spending plan is available at the Pulteney Town Clerk’s office.

Town of Campbell Holds Public Hearing Monday 10/26
The Town of Campbell holds a public hearing Monday, October 26^th to discuss the two main issues of the town’s preliminary 2021 budget and a plan to override the property tax cap. The hearing will be held in the Town Hall at 7 p.m. on the 26^th.

Man Arrested for Painted Post Burglary
State Police report an arrest has been made stemming from a Steuben County burglary that occurred earlier this month. Troopers took 40-year-old Joseph Andrews into custody stemming from an October 4^th break-in in Painted Post. Andrews was charged with felony third-degree burglary.

November 3^rd is Deadline for Lapsed NYS Vehicle Inspections
You have until November 3^rd to get your car inspected if you let your annual vehicle inspection lapse during the COVID-19 pandemic in order to comply with the latest executive order issued by Governor Cuomo. The Executive Order issued yesterday clearly says the state would not further extend the deadline for expired inspections, which Cuomo previously allowed to remain valid during the height of the COVID-19 pandemic months ago. The same deadline applies for expired driver’s licenses and vehicle registrations. About 10,000 inspection shops in the state could see a rush of customers in the next few weeks as a result of the order.

Mitrano Files Formal Complaints Against Reed Campaign for Ad
After Tracy Mitrano received no response from Congressman Tom Reed’s campaign to Mitrano’s cease and desist order over a political ad, the Mitrano campaign is filing formal complaints with the Federal Election Commission and the FCC. Congressman Reed’s campaign ran this ad describing Mitrano as “anti-police” and calling to defund police departments, which Mitrano says is untrue. The Mitrano campaign sent cease and desist letters asking individual TV stations to stop airing the ad on the grounds of defamation of character. Reed and Mitrano are set to debate Tuesday, October 27^th.

COVID Claims 4 More Steuben County Lives
COVID-19 claimed the lives of four more Steuben County residents. Three of the individuals were residents of Corning Center, and one individual was a resident of the Village of Bath who died while hospitalized. The county death has now reached 69.

Health Department Reports 23 More Steuben COVID Cases
Steuben County Public Health Department received notification that 23 more county residents tested positive for COVID-19. This brings the total to 804 confirmed cases, 304 of which are currently active. The investigations indicate one individual is a teacher at Canisteo-Greenwood, two individuals are teachers at the Corning-Painted Post Middle School, one is a teacher at Jasper-Troupsburg Junior/Senior High School, another is a teacher at Avoca Central School, two individuals are employees of Pathways and six individuals are contacts to previously reported positives. County health officials the majority of the new cases involve people between age 20 and 39.

Bath Woman Arrested Following Theft Investigation
Steuben County deputies arrested 38-year-old Angela M. Smith of Colonial Lawns in Bath following an investigation of a theft from a retail establishment in the Town of Erwin. Smith allegedly stole a purse containing a credit or debit card while at the retail establishment, and then destroyed evidence associated with that theft. Smith was charged with Grand Larceny and Tampering With Physical Evidence, both class E Felonies.

Bath & Gov. Cuomo Both Approve Trick-or-Treating This Halloween
Halloween is happening in the Village of Bath this year despite CDC warnings. Governor Cuomo has given the state the green light for Halloween trick-or-treating while the CDC says activities such as trick-or-treating are high risk and should be avoided. Village of Bath officials have decided to follow state guidelines.

Danks-Burke Talks Small Business & Property Tax Reform in Corning
Democratic State Senate candidate Leslie Danks-Burke spoke in Corning yesterday with the goal to bring additional relief programs, as opposed to loans, to Southern Tier businesses if she is elected. Danks-Burke says she wants to hone in on what resources New York can provide to residents outside of New York City and added: "The state needs to stand up for the half of people who do not live in New York City," she said. Danks-Burke also shared plans for local business tax relief, promising to provide one full year of property tax forgiveness for any seasonal business that loses more than 25 percent of its annual revenue. Danks-Burke runs against State Senator Tom O’Mara in the November 3^rd General Election.

State Funding to be Withheld to Local Govs Not Enforcing Guidelines
New York State announced it will withhold funds for local governments and schools in COVID-19 cluster zones failing to enforce public health laws. The State Department of Health will mail a warning that local governments in cluster zones that they will lose state funding if they fail to enforce state limits on gatherings and the closure of schools. Cuomo also said an additional letter will be sent warning public and private schools in Red Zones or cluster zones that they will lose state funding if they do not comply with state requirements on closure and testing.

Juneteenth Signed as Official NYS Holiday
Juneteenth is now an official public holiday in New York state. Earlier this year, Cuomo issued an executive order recognizing Juneteenth as a holiday for state employees. Juneteenth commemorates the freeing of slaves in the United States.

Five More Die from COVID; 91 in Steuben Test Positive
Five more residents of Corning Center have died from COVID-19 related complications with victims in their 80’s and 90’s. Meanwhile, the health department says another 91 county residents have tested positive for coronavirus. This brings the total to 781 confirmed cases, 330 of which are currently active. New cases include 14 individuals who are employees of Upstate Farms Cheese in Campbell; 11 are employees or residents of Pathways; One is an employee of Tuscarora Elementary; One is an employee of Corning Painted Post Middle School; Two are students of Corning Painted Post High School; Two individuals are students of Bradford Central School and one is a student of Campbell-Savona Elementary School. Governor Cuomo said statewide shutdown is possible, but not guaranteed and the state is keeping a close eye of clusters of COVID-19 hotspots that have emerged.

Steuben County Inmate Arrested for Possessing Drugs
A 24-year-old Steuben County woman was arrested for allegedly possessing drugs inside the Steuben County Jail. According to the Steuben County Sheriff’s Office, 24-year-old Megan Dean allegedly possessed “two quantities of suspected fentanyl while incarcerated.” Dean was charged with Promoting Prison Contraband in the First Degree and Criminal Possession of a Controlled Substance in the Seventh Degree. Dean was arraigned in the Centralized Arraignment Court, remanded to the Steuben County Jail and is currently committed on several other charges.

Bath Man’s “Dad Joke” Page Goes Globally Viral
Bath native Woody Latour has made news on WETM for his contribution of Dad jokes to the community since the beginning of the Coronavirus pandemic. Latour’s daughter gave him the idea to start posting a daily dad joke outside of his Haverling Street home. Initially, people from as far away as Alabama tuned into his Facebook page daily to see what kind of silly dad joke Woody would tell each day. His jokes are brightening spirits all over the world now as far as South Africa and Australia. Our own WVIN has him send them his daily dad joke to air every morning for local listeners.

Mitrano Appearing at League of Women Voters ZOOM Forum Tonight
 Congressional candidate Tracy Mitrano appears tonight at a League of Women Voters candidates forum on ZOOM at 6:00 p.m. One other contender to represent New York’s 23rd district will appear with her: a Libertarian candidate from Chautauqua County. The League invited incumbent Republican Tom Reed, but he has declined.

O’Mara Sponsoring Registration for NYS Parole Board Oversight
State Senator Tom O’Mara will help sponsor legislation in the state Senate to establish stronger legislative oversight of the state Parole Board, which has come under fire over the past two years by O’Mara and other state legislators for its leniency in releasing those convicted of killing police and other individuals with violent criminal histories.

Binghamton University is being investigated by the US Department of Education due to concerns over a possible violation of freedom of speech as well as the Higher Education Act. According to WBNG, an incident occurred last November where College Republicans hosted a tabling event in a common space. BU College Republicans they were sharing information with one another about a visiting speaker and the Department of Education says another unaffiliated group displayed signs of support for the Second Amendment, causing roughly 200 students to protest in return with material from the College Republicans being destroyed in the incident. The report says the university supposedly did not protect freedom of speech rights for College Republicans and the University knew that protests would disrupt events the College Republicans were hosting.

Corning Inc’s “new, cutting-edge material” is part of the Apple’s newly unveiled iPhones. The new Ceramic Shield technology was unveiled as Apple released its new product lineup, including the iPhone 12. Vice President of iPhone Product Marketing  Kaiann Drance gave Corning Inc. a shout-out for their contribution to the device’s latest glass technology. Bradford School Reports 2 Students Positive for COVID
The Bradford Central School district reports two students tested positive for COVID-19. As a result of those cases, the second and sixth grades have been placed into quarantine until October 21^st. This news was posted on Facebook by superintendent John Marshall. He added there were “some additional students in other grade levels” who have to be quarantined due to coming into close contact with the two students either on the school bus or at other times.

Bath Man Arrested for Burglary
Bath Village Police reported they arrested a 31-year-old Bath man after a burglary investigation. Mickey Pike was charged with felony second degree burglary and misdemeanor petit larceny. He is currently on parole for criminal possession of a controlled substance and was taken to the Steuben County centralized arraignment court where he was arraigned and released. Bath Police say New York State Parole has not yet issued a parole warrant for Pike for allegedly violating the conditions of his release.

Steuben County Health Department Reports COVID Uptick
The Steuben County Health Department says they're seeing an increase in COVID-19 cases this and last month, compared to the beginning of the COVID-19 outbreak that began in the spring. “A high day for us in March, April and May would be you know 10, 12 cases and we're pretty consistently reporting over 20 a day," says Steuben County Manager Jack Wheeler.  Hospitalizations are also reported to be higher in Steuben County. The Steuben County Health Department says they will be reporting the new number of COVID-19 active cases and additional information sometime today.

Reed at Geneva Rally Today ; Mitrano Holds Meeting Tomorrow
Republicans will be turning out in support of Congressman Tom Reed at an endorsement rally at the Geneva Printing Company this afternoon. State and local Republican politicians like Senator Pam Helming and State Supreme Court Candidate Vince DiNolfo, among several others, will show up to support Reed. Reed’s opponent, Democratic Congressional candidate Tracy Mitrano will appear at a League of Women Voters candidates forum on ZOOM tomorrow night at 6pm. A Libertarian candidate from Chautauqua County will join her as a contender to represent the 23^rd Congressoinal District. The League of Women Voters invited incumbent Republican Tom Reed to the Zoom meeting, but he has declined.

E-Z Passes Encouraged as Thruway Tolls go Cashless in 2021
Drivers don’t need an E-ZPass to travel on the Thruway, but starting next year, they may want one. New York State Thruway tolls will be cashless by the end of this year and drivers are being encouraged to get E-ZPass devices. If they don’t, they can still go through tolls, but they will be charged more. Those who don’t have an E-ZPass will pay 30 percent higher tolls and a $2 surcharge for each bill sent through the mail.

Addison Central School will return to a hybrid learning schedule starting tomorrow. Hybrid learning  will be implemented in the school district with the exception of one classroom at Tuscarora Elementary School, where a staff member recently tested positive for COVID-19. Bath man Jason York faces several drug-related felony charges. The 41-year-old York allegedly sold narcotics in the Village of Bath this past spring. He was arraigned on 2 counts of criminal possession of a controlled substance and one count of criminal sale of a controlled substance.

Market Street Eater “FLX Hospitality” Opening Soon
A new eatery on Market Street in Corning will open its doors to the public in the coming months. Formerly known as the old Tony R Steakhouse, the building will be renovated into a wine enthusiast restaurant chain called "FLX Hospitality" adding to the chain with locations already in Geneva, Rochester and Dundee. No specific opening date has been announced but according to a sign on the storefront window, they are now hiring for the new location and eager to join the Corning community.

Steuben County and portions of the Southern Tier remain in a moderate drought resulting in a continued elevation of fire danger. Worse conditions are reported meanwhile in Northern New York around Lewis County as this region experiences severe drought.

Bills’ Game Schedule Changes Following NFL COVID Cases
The Buffalo Bills will play tomorrow night on WABH against the Titans in Nashville at 7pm. Scheduling changes have also been made to The Kansas City Chiefs at Buffalo Week 6 game which has been moved from this Thursday to Monday, October 19th at 5:00 p.m. The Titans reported another positive test result for COVID-19 involving one of the coaches Sunday and at this time, it's unclear if the game will be pushed back again. Steuben DSS Announces P-EBT Relief & Online Applications
Steuben County DSS announced those in Steuben County looking to apply for food, heating, Medicaid and temporary assistance benefits may now apply online. Applications for those benefits are located at the site: mybenefits.ny.gov where people can apply for one or multiple programs and upload supporting documents once they have created an account, they can apply directly or upload documents at a later time using the new free mobile app, NYDocSubmit. Parents or caretakers of a child who received free or reduced priced meals in school during the 2019-2020 school year will be receiving the Pandemic Electronic Benefit Transfer (P-EBT) food benefits. There is no need to apply for P-EBT benefits as families should receive a benefit card in the mail. Any family that meets these criteria and has does not receive a card from the State should contact the P-EBT Food Benefits Helpline at 1-833-452-0096.

36 new cases of COVID-19 in Steuben County

The Steuben County Public Health Department has received notification that 36 new Steuben County residents have tested positive for COVID-19. This brings the county total to 690 confirmed cases, 266 of which are currently active. 12 of the individuals are residents of the City of Corning, 8 are residents of the Town of Campbell, 4 from the Town of Corning, 2 from the village of Addison, with the rest from the towns of Bath, Bradford, Hornby, Thurston, Urbana, Wayne, the villages of Canisteo, Riverside, and South Corning, and the City of Hornell. The individuals are isolated and being monitored by the County Health Department. An investigation of the individuals found four are residents of Corning Center, two are employees of Corning Center, two are employees of Upstate Farms Cheese in Campbell, Four are employees of Pathways, one is an employee of the Campbell-Savona School District, one is an employee of Tuscarora Elementary School, one is an employee of Corning-Painted Post High School, one is an employee of GST Boces Bush Campus, and nine individuals are contacts to known positives.

Steuben County reports three new COVID-19 deaths

The Steuben County Public Health Department has received notification of the death of three individuals who had previously tested positive for COVID-19.  This brings the total number of COVID-19 related deaths in Steuben County to 60. One was an 85-year-old female, one was a 69-year-old male, and one was a 66-year-old male. All three were residents of Corning Center.

Bath man arrested after drug bust

Christopher Aldrich of Bath was arrested this past Thursday morning after a no-knock search warrant was carried out by the Steuben County Sheriff’s Office Critical Incident Response Team. The warrant led to the discovery of fentanyl, methamphetamine, scales, and baggies to be used for the sale of controlled substances. Aldrich was taken into custody and charged with felony criminal possession of a controlled substance in the third degree. Police also say that Aldrich also had a misdemeanor DWI warrant from the Town of Woodhull Court. Aldrich was processed at the Bath Police Department and taken to CAP court where, due to multiple felony convictions, bail was not set. The Village of Bath Police Department says that a future charge of criminal nuisance in the first degree will also be made for “maintaining a residence for the purpose of the unlawful sale of controlled substances and deriving a benefit from such unlawful conduct.”

Bath Man Arrested for Burglary
Steuben County Sheriff’s Office reports deputies arrested 28-year-old James M. Sick of West Morris Street, Bath, New York following an investigation of a burglary in progress at a residence on Stever Road, Avoca, New York. It is alleged that Mr. Sick entered and remained unlawfully in the dwelling with the intent to steal property. Sick was charged with Burglary in the Second Degree, a Class C Felony, and Petit Larceny. Mr. Sick was arraigned in the Centralized Arraignment Court and remanded to the Steuben County Jail without bail.

Steuben Reports One COVID-19 Death and 21 New Cases
The Steuben County Public Health Department reports the death of a 71-year-old male resident of Corning Center previously testing positive to COVID-19 and brings the COVID-19 total deaths in Steuben county to 57. 21 Steuben County residents tested positive for COVID-19.  This brings the total to 654 confirmed cases, 245 of which are currently active.  The individuals are four residents of the Town of Erwin, three from Town of Campbell, two from City of Corning, two from the Village of Bath and one each from the City of Hornell, Town of Bath, Town of Cohocton, Town of Lindley, Town of Urbana, Town of Woodhull, Village of Canisteo, Village of Painted Post,  Village of Riverside and  Village of Savona. Individuals are isolated and being monitored by the County Health Department. 

Steuben May Be Seeing Second Wave of COVID Cases
While Steuben County deals with cluster outbreaks of positive COVID-19 cases, public health officials worry that what they are seeing is a second wave. The current number of 245 active cases has been steadily on the rise since early-September when the first cases were identified at a local nursing home. County Public Health Director Darlene Smith says this could be our second wave and hopes it is, “because if it’s not and a different second wave is still coming, that could be a big problem.” Smith’s contention is that a major reason for the surge in cases is due to residents disregarding essential practices to keep the virus down. For example, large parties have been reported where people are gathering and by not observing safe distances as well as a lack of mask-wearing.

Buffalo Bills Games Rescheduled 
Scheduling changes for the Buffalo Bills have been prompted by a rise in COVID-19 cases in the NFL. The League says Sunday’s Bills and Tennessee Titans game has been bumped to Tuesday night at 7 p.m. There is no guarantee that the game will take place since more than a dozen Titans have tested positive for virus. If the game is played, then Thursday’s Kansas City at Buffalo matchup will be moved to sometime during next weekend. WABH will still have all your Bills action!

County Jail Inmate Arrested for Assaulting Officer
A Steuben County jail inmate faces new felony charges for allegedly attacking and strangling a Jail Corrections Officer. 24-year-old Richard Freeland of Addison has been charged in the Monday attack. The Officer was transported and treated at a medical facility. Freeland was charged with Strangulation in the Second Degree and Assault While Confined in a Correctional Facility, both Class D Felonies. He was arraigned and returned to jail in lieu of $20,000 bail.
 

Bath VA Hosts Annual Stand Down Event in Horseheads
Yesterday, the Bath Veterans Affairs held their annual stand down event in Horseheads to donate supplies to homeless veterans. Organizers adapted the event to a drive-through this year under new state COVID guidelines. Volunteers, some of whom were veterans themselves, were provided surplus military items from the Food Bank of the Southern Tier to give out food staple boxes as well as bags that had everything from blankets, to face masks, to books, and cookies. Donations come from a long list of other supplies from community providers. Volunteers were happy to practice and act on the value of helping veterans.

Four more Corning Center residents have died from COVID-related illnesses and 29 new cases of COVID-19 were confirmed as the COVID-19 cluster outbreak continues to grow in Steuben County. New cases include: Corning Center, Siemen’s Energy in Painted Post, Corning-Painted Post school and Upstate Farms Cheese. More cases of COVID-19 have been confirmed in Allegany County. As of last nights update, there were 23 active cases and 265 people are in isolation or quarantine. 55 new cases were reported in Chemung county yesterday.

The recent Steuben County Real Property Auction saw 16 properties change hand, with gross proceeds totaling $296,250. Held in the Steuben County Annex, through virtual access and limited attendance due to COVID-19 safety protocols, the auction featured fewer parcels. Typically, between 50 and 60 parcels are on the block during less-restricted years. County officials say the purpose of the auction is to recover back taxes and put the properties back on the tax rolls, not to seize property. The county Finance Office allows owners who cannot pay their taxes the option of a monthly installment plan, for a 1 percent monthly interest charge. There are specific requirements for eligibility for an installment payment arrangement.

Though President Trump told his negotiators yesterday to stop discussions with Democrats about a new stimulus bill until after the November election, Congressman Tom Reed and members of his bi-partisan Problems Solvers Caucus say they have been hard at work over the last several weeks trying to get a deal for the American people. Yesterday, Reed said he and the group are not giving up hope on a deal. He also added that the parties were extremely close to reaching an agreement to a relief deal to reach the American people. Reed believes there are various elements preventing the deal finishing now that include: finalization of language on who receives stimulus money or how, fine-tuning unemployment benefits and clearly articulating concrete numbers in the budget. Yesterday, the White House said the administration is open to working with Congress on other stand-alone measures, but not on a wide-ranging package.

Tracy Mitrano held a press conference in Corning earlier today where she spoke out against Congressman Tom Reed's claim in of his ads that she was “anti-police”. During the press conference, Mitrano stated she was sending a cease and desist letter to Reed's office and said the campaign commercial is 'a lie about her position with respect to law enforcement.'  Mitrano also noted Reed's advertisement could cause  further political division and distract voters from their stances on other political topics.

The popular local volunteer program Steuben County RSVP that has saved Steuben County municipalities and agencies an average of $1.4 million each year is operating under a new name: Americorps Seniors but will continue operations as a Retired Senior Volunteer Program (RSVP) serving Steuben County. AmeriCorps Seniors Coordinator Christine Towner said the change will mean more efficient and effective services in Steuben at a time when volunteer efforts are needed more than ever in a post-COVID-19 world. “As the nation continues to grapple with the challenges of COVID-19 and other disasters, the demand for volunteers is growing,” Towner says. The National Weather Service-issued wind advisory for Steuben County continues to 8pm this evening. Forecasters say gusty winds could blow around unsecured objects. Tree limbs could likely be blown down and a few power outages could result. Strongest winds are expected during today’s afternoon hours across the area.

Steuben County has 20 new cases of COVID-19 as of this morning. Latest cases are people that live in Canisteo, Corning and Bath. The individuals are isolated and being monitored by the County Health Department. All those known to have direct contact with the individuals have been notified.

New York state has extended the expiration dates of vehicle inspections, registrations, and driver licenses for another month. The new order expires November 3^rd and the original order signed by Cuomo expired Sunday. The extension’s purpose is to encourage state residents to save the trip and stay home to help minimize the spread of COVID.

A 35-year-old Bath woman now faces a half dozen felony-level drug crimes. Bath Police report they arrested 35-year-old Elizabeth Gee  at the Holland American Hotel in Bath. Mullen said his department acted on Steuben County Superior Court Arrest Warrants. Gee was charged with a total of 6 class D felonies, 3 for Criminal Sale of a Controlled Substance in Fifth Degree and 3 for Criminal Possession of a Controlled Substance in the Fifth Degree. The investigation began late last year regarding the sales of crystal methamphetamine from 18 W. Steuben St. in the Village of Bath. Gee was arraigned and released. Police said Gee has a class B felony charge pending from the December 2019 search warrant executed at 18 W. Steuben Street.

State Comptroller Thomas DiNapoli says last year, almost $17 billion was raised in sales tax revenue, which represents almost 10 percent of all local government revenue. This is according to a comprehensive report on local sales tax just released by the Comptroller. Every county and city in the state, along with many towns and villages, depend on these funds to pay for essential services and operations, revealing the statewide impact of the revenue losses from the pandemic. DiNapoli says COVID-19 has decimated local sales tax revenue this year and blew holes in the budgets of municipalities across New York State.  He said just as local, small businesses can’t rebuild alone, our local governments don’t have the means to do this themselves. Therefore, direct aid from the federal government is needed to help local communities recover.

“Unshackle Upstate”, political organization that describes itself as “pro-jobs and pro-taxpayer’s advocacy” endorsed the re-election of State Senator Tom O’Mara – one of only 11 incumbent State Senate endorsements the group is issuing in 2020.  In addition to its Senate endorsements, Unshackle Upstate has also endorsed Assembly members Chris Friend, Joe Giglio and Phil Palmesano.

Governor Cuomo is defending his decision to not wear a mask an indoor press conference yesterday in response to questions from reporters. Along with five aides, the Governor also went mask-less yesterday. Meanwhile journalists that were close to one another wore their masks. Cuomo says since he was more than six feet away from the journalists, it was not unsafe.

Steuben County continues to control a new surge of COVID-19. Yesterday, health officials reported the 52^nd death who was 82-year-old resident of Corning Center who died in the hospital. Also reported yesterday was 36 new COVID-19 cases. The county now has 209 active cases. Just a partial list of new infections include: workers at Upstate Farms Cheese and Pathway, a teacher at Campbell-Savona School District, an employee of the Addison school, a student at Dana Lyon Middle School in Bath and Two more are students at Corning-Painted Post High School.

Steuben deputies arrested 25-year-old Mikel C. Beer of Savona following an investigation of reported domestic violence. Beer allegedly struck, choked, pushed and restrained a member of his family or household while at a residence on State Route 226 in the Town of Bradford. The victim was treated by an emergency medical service at the scene. Beer was charged with Strangulation in the Second Degree, Assault in the Third Degree and Unlawful Imprisonment in the Second Degree then arraigned in the Centralized Arraignment Court and released.

SUNY Cortland announced a pause on all in-person classes and activities following an increase in COVID cases which now stands at 101 which means SUNY Cortland has met the threshold to transition to remote learning under New York State Department of Health guidance. Many of the cases are from off-campus students. Elmira College reports another spike in COVID-19 cases following a reported cluster on campus.

According to the college’s online dashboard, 25 new cases were reported late Sunday evening. And brings the total number of active cases among students to 126. Additionally, one additional employee has tested positive. Yesterday, Elmira College temporarily moved to online learning.

Following the death of prominent attorney Steve Barnes and niece Elizabeth in a Genesee County plane crash, the search for human remains continues today at the scene in Batavia. Steven Barnes was piloting the craft and was last heard telling air traffic control he was fine. Controllers grew concerned at the rate of descent of the plane soon after. Moments later observing this, the craft vanished from radar. Genesee County Sheriff William Sheron said it could take up to a year or more for the NTSB to make a final determination on the cause of the crash.

The Steuben County Public Health Department has received notification that 35 Steuben County residents have tested positive for COVID-19, brining the county total to 548 confirmed cases, 185 of which are currently active. Eleven of the confirmed cases were from the City of Corning, four from the Town of Prattsburgh, two from the Towns of Bath, Cameron, Hornellsville, Addison, and Rathbone, while the rest came from the Towns of Campbell, Caton, Cohocton, Corning, Erwin, Hornby, Thurston, and the Villages of Bath, Savona, and Wayland. An investigation found four individuals are residents of the Corning Center, nine are employees of the Corning Center, three work for various ambulance services, three are employees of Upstate Farms Cheese in Campbell, nine had contact with known positives, one is a student at Frederick Carter Elementary School, and one is an employee of the Addison School District. The individuals are isolated and being monitored by the County Health Department.

One new COVID-19 death in Steuben County

The Steuben County Public Health Department has received notification of the death of an individual who had previously tested positive for COVID-19, bringing the total number of COVID-19 related deaths in Steuben County to 51.  The individual was a 71-year-old female resident of Corning Center.

Governor Cuomo to send care package to first family

Governor Andrew Cuomo said he would be sending President Donald Trump and First Lady Melania a “New York Cares’ get well soon care package as the two recently tested positive for COVID-19. “We’re going to be sending the President and First Lady a New York Cares package, just to give them some comfort as they go through this,” Cuomo said. The Governor did not mention what would be included with the care package. He did say “Politics aside, we can have political differences and Lord knows I have political differences with the President, and we’re both New Yorkers, so we’re not shy about speaking our mind. We wish him all very well, a speedy recovery both to him and the First Lady. This creates a lot of anxiety. I’ve gone through this in my family. I’m sure his children are worried.”

Governor Cuomo rolls out new mental health regulations for insurers

Governor Andrew Cuomo announced Thursday new regulations that will require insurers to make policies and procedures that ensure health care is sufficient for those dealing with mental health and substance abuse disorders. The Parity Compliance Program regulations, which were proposed by the New York State Department of Financial Services and Department of Health, will go into effect December 29^th of this year.

Steuben County reports 15 additional cases of COVID-19 and that the latest COVID-19 victim is a 72-year-old male resident of Corning Center who died while hospitalized. The latest reported infections bring the total to 513 confirmed cases, 159 of which are currently active.  13 residents are from Corning, and one each is from the Town of Bath and the Village of Painted Post. Individuals are isolated and being monitored by the County Health Department. 

A week ago, Prattsburgh School was closed after a BOCES employee who visited the school the week prior tested positive for COVID-19. Last night, a statement from Prattsburgh Superintendent Kory Bay was posted on the school’s Facebook page where he said the District was “presently working through a situation with the Steuben County Department of Health, and this process will take the day to resolve.” Bay posted Sunday night on the school’s website that a student tested positive for COVID-19. Bay says the school was working with the DOH to contact trace and make further decisions about when and how to reopen.

Steuben County Sheriff’s Office reports deputies arrested 31-year-old Michael Shepherd of Bath or offering one false instrument for filling to the Steuben County Department of Social Services. Shepherd allegedly received benefits from the Steuben County Department of Social Services in the amount of $1,348.00 that he was not eligible to receive. He is charged with one count of Offering a False Instrument for Filing in the first degree  and one count of Grand Larceny in the Fourth degree. He was also found to have an active violation of probation warrant issued out of Steuben County Court. Shepherd was remanded to the Steuben County Jail.

After news President Trump and First Lady Melania tested positive for COVID-19 yesterday, both Congressman Reed and Governor Cuomo expressed their wishes of support and wellness by releasing statements. Reed sent his prayers and best wishes to the President and First Lady while wishing them a speedy recovery and added "This is a moment that, I beleive, we as leaders can demonstrate who we are as a country." Governor Cuomo also said his thoughts are with the President and Melania while wishing them a speedy recovery, adding: "The virus is vicious and spreads easily. Wear a mask. Let's all look out for each other." 

New York State has created the new app called COVID Alert NY to notify users of potential COVID-19 exposure while maintaining user privacy and security. The app is available in English and 5 other languages for those 18 and over. COVID Alert NY will use Exposure Notification System technology to notify users if they have been in close contact (within six feet for at least 10 minutes) with someone testing positive for COVID. The State DEC says its Drought Watch to the Southern Tier region, which includes Steuben and Chemung counties, has been expanded. Southern Tier waters users are urged to avoid wasting water while monitoring their usage. Since spring, dry conditions and low precipitation across the state have resulted in reduced water availability and reduced streamflow with many streams seeing record lows for this time of year. Some tips to conserve water include: raising your lawn mower cutting height, fixing dripping and leaking faucets and toilets, only using automatic lawn watering systems when it is dry or with a gauge to control water usage, watering lawns and gardens on alternate days and sweeping sidewalks instead of hosing them.

This week, Congressman Tom Reed joined Ways and Means Republican Leader Kevin Brady for discussion on a host of tax and trade issues, including the Paycheck Protection Program, payroll taxes, the significance of USMCA, and opportunities to boost domestic manufacturing as part of . Reed’s 6th annual Manufacturing Summit. The summit is a week-long event to connect manufacturers and entrepreneurs with policymakers and industry experts to ensure access to needed resources, support, and information.

A Greece man who threatened two Democrat politicians will serve six months in prison.  Salvatore Lippa II pleaded guilty to threatening to assault and murder a federal officer on account of the performance of their official duties and interstate communication of a threat back in June after Lippa admitted he threatened the lives of Congressman Adam Schiff and US Senator Chuck Schumer.

Haverling athletic events will be starting soon according to Haverling Athletic Director Randy Abrams. Abrams says as a notice to the public, these events will be limited to only two relatives of each player and only with a pre-issued pass due to current Steuben County Department of Health guidelines. The events are closed to the general public at this time. The district is working on streaming options for some of the games and will release that information when available.

 A Steuben County man is in jail after a drug bust. Bath Village Police say 25-year-old Shannon Brockway allegedly sold fentanyl this past spring on West Steuben Street in Bath. Brockway faces a list of felony charges that includes 2 counts of Criminal Sale of a Controlled Substance in the Third Degree and 2 counts of Criminal Possession of a Controlled Substance in the Third Degree. A Police said a parole warrant had been issued. Brockway is held at the Steuben County Centralized Arraignment Court.

Public health officials say over half of the latest active COVID-19 cases in Steuben County are linked to the Corning Center for Rehabilitation and Nursing. The total number of cases at the facility spiked to to 83 as of mid-week, with 57 residents having contracted the virus. Employees accounted for 26 of the positive cases. The Bath Village Board will hold a special and virtual meeting tomorrow to discuss a resolution for the village of Bath courts to apply for a grant. The meeting starts at 5 p.m. Friday.

Restaurants and bars in Steuben as well as Chemung counties are adapting their hours and dining rules following the latest cluster outbreaks of COVID-19 in the area. Hand and Foot closed for this weekend initially out of caution and later announced it will be staying closed for the time-being until the local of COVID-19 caseload declines. Management says no one on their staff has tested positive for the virus. Woodhouse is also closed until further notice for sanitation and deep-cleaning.

Citizens for Responsible Energy Solutions (CRES) formally announced its endorsement of incumbent Republican Congressman Tom Reed’s reelection. To be eligible for this endorsement, candidates must acknowledge a role for the federal government in reducing America’s carbon emissions and developing a robust clean energy industry, as well as demonstrate leadership on policy initiatives related to climate change and emissions reduction. CRES Executive Director Heather Reams says Reed played a role in advancing clean energy technology that created 159,000 new jobs across the state.
